1. Network Leakage Management Services To provide proactive and reactive leakage detection services to identify, prioritise and investigate leakage across the network, including Active Leakage Control (ALC), DMA investigations, trunk main investigations, verification of reported leaks, identification of Unaccounted for Water and targeted strategies for Priority and Deficit Zones. The model will be outcome-based, with suppliers incentivised against leakage reduction, leak run-time reduction, repair quality, customer impact and operational efficiency measures, rather than solely activity-based measures such as leaks found or repairs completed. The scope may also include complementary network optimisation, flushing and conditioning activities that support network performance, resilience and water quality outcomes.
