How to win: SOL Housing Reviews 2027

About this contract

This is not a procurement exercise, it is a market engagement. The purpose of the contract will be to ensure that decisions requested under S202 of the Housing Act 1996 are made on behalf of SMBC by a suitably qualified and experienced independent expert who is able to offer an impartial and objective review process. The service provider shall effectively discharge SMBC’s duty under Section 202 of the Housing Act 1996 (as amended by the Homelessness Act 2002, the Localism Act 2011 and the Homelessness Reduction Act 2017) by making and detailing all relevant enquiries; writing review decision letters and adhering to all of the relevant legislative and other legal requirements (including ‘The Homelessness (Review Procedure etc.) Regulations 2018’). This will include having due regard to any additional relevant guidance which may be issued by the Government in relation to aspects of the service.

How to win contracts like this

• ✓Answer against the marking scheme, not the question text — Solihull Metropolitan Borough Council scores each response, so map your evidence to the published criteria and weightings.
• ✓At £100,000, expect quality and social value to carry a large share of the score — price alone rarely wins services work.
• ✓Show recent, comparable delivery: name similar services contracts you've delivered for public bodies, with measurable outcomes.
• ✓Start early: deadlines are tight and a strong bid takes iteration.

BidWriter drafts your responses from your company profile, scores them against the marking scheme, and tracks your whole pipeline. Free to start — no card needed.
