The purpose of this Expression of Interest is to identify suppliers in the market who are capable of employing an established methodology, tested through the Torbay Heritage Place Programme Development Year, to engage local residents, communities and interest groups with the process of producing Conservation Area Appraisals and Conservation Area Management Plans alongside a wide programme of heritage learning and community action within 21 conservation areas within Torbay. The Expression of Interest does not constitute as a tender, and Torbay Council will not be commissioning services directly through this process. Torbay Council reserves their right to only invite organisations who have responded to this Expression of Interest to participate in the resulting tender process. Should the responses demonstrate sufficient competition and capacity within Devon, Torbay Council reserves their right to conduct any subsequent below-threshold procurement as a reserved procurement for suppliers established in Devon and with substantive business operations within the county.
