LEL must establish whether the Hawley Road site can be retained or, if not, identify a suitable replacement capable of meeting current and future operational requirements before the lease expires in February 2030. The key question is what constitutes the most deliverable, operationally suitable and value-for-money solution for providing LEL's transport yard facilities beyond February 2030. LEL will therefore appoint a suitably qualified consultant to undertake a feasibility study and strategic options appraisal, assessing suitable alternatives and recommending a preferred option and next steps. Based on LEL's estimated timescales for designing, constructing and transitioning into a new site, there is a need to undertake a feasibility study to identify alternative transport yard options as soon as possible, with a preferred way forward decided by June 2027.
