Public Contracts Regulations 2015 (PCR 2015)
The pre-Procurement Act 2023 UK procurement rules, still applicable to procurements started before 24 February 2025.
Definition
The Public Contracts Regulations 2015 (PCR 2015) are the UK regulations that implemented the EU procurement directives in domestic law. They governed UK public sector procurement from 2015 until the Procurement Act 2023 came into force on 24 February 2025. PCR 2015 still applies to procurements started before that date — including framework call-offs from frameworks let under PCR 2015.
Many current UK public sector procurements still operate under PCR 2015 (for frameworks and contracts started before February 2025). Suppliers need to be familiar with both regimes.

Always check which regulations apply to a specific procurement. Notice types, threshold figures, standstill timings and challenge procedures differ between PCR 2015 and Procurement Act 2023.

Will PCR 2015 ever stop applying?
Eventually, as PCR-era frameworks expire and contracts complete. New procurements after 24 February 2025 use the Procurement Act 2023.
Are the financial thresholds the same?
Largely yes, with periodic uplifts. The Act inherits the same threshold methodology but updates the figures.
