Appointment of a main contractor for the design and construction of Westwick Row, one of TCE's demonstration projects, a low-carbon residential development of houses and apartments with a community hub. The appointment is two-stage: a Pre-Construction Services Agreement (PCSA), followed by a Design and Build (2024) main contract. Entry into the main contract is not guaranteed and is subject to the Contractor achieving the target cost during the PCSA, agreement of the second stage price and TCE approval. The scheme's key targets, which are reflected in the KPIs set out in the contracts, include: upfront embodied carbon below 300 kgCO2e/m²; operational energy use intensity of 35 kWh/m²/yr; biodiversity net gain of at least 10%; potable water use below 105 litres/person/day; 30% affordable housing; Passivhaus principles; Building with Nature accreditation; and participation in the UK NZCBS pilot.
