How to win: Voluntary, Community and Social Enterprise Infrastructure Contract Soft Market Test

About this contract

Cornwall Council is conducting a Soft Market Test (SMT) to gain an understanding of the potential level of interest for the delivery of a Voluntary, Community and Social Enterprise (VCSE) Infrastructure contract to run between Autumn 2026 – Autumn 2029. It is intended that the responses supplied will enable the Council to assess the capability and experience of the organisation to deliver the requirements outlined in the questionnaire. Any such proposal would be subject to the development and approval of a business case, and, as such, this exercise implies no commercial commitment. This is not a formal tender document. How to win contracts like this

• ✓Answer against the marking scheme, not the question text — Cornwall Council scores each response, so map your evidence to the published criteria and weightings.
• ✓At £400,000, expect quality and social value to carry a large share of the score — price alone rarely wins services work.
• ✓Show recent, comparable delivery: name similar services contracts you've delivered for public bodies, with measurable outcomes.
• ✓Start early: deadlines are tight and a strong bid takes iteration.

BidWriter drafts your responses from your company profile, scores them against the marking scheme, and tracks your whole pipeline. Free to start — no card needed.
