Health and Safety Executive (HSE) required a courier service for the shipping of food samples of plant origin collected by Animal and Plant Health Agency (APHA) inspectors on behalf of HSE. Samples are collected from across the UK to be shipped to two laboratories, one in Scotland and one in England. These samples are collected as part of the official pesticide residues in food monitoring programme. It is a requirement in retained legislation (Regulation (EC) No 396/2005) for the competent authority to deliver a coordinated multiannual control programme for Great Britain and Northern Ireland. HSE have been designated as the competent authority by the Department for Environment, Food and Rural Affairs (DEFRA).
