The contract was awarded without competition, following a single-supplier Quick Quote issued through Sell2Wales (reference 155355) and a single tender justification, on the grounds that the upgrades can be supplied only by the original supplier of the MP521 simulator for technical reasons and by reason of exclusive rights in the proprietary system, and that a change of supplier would result in incompatibility and disproportionate technical difficulties.
