From a functional perspective, the supplier is required to deliver an end-to-end data service covering the collection, enhancement, management, and provision of planning application and development pipeline data across England. This includes gathering site-level data from Local Planning Authorities or third-party sources, enriching it with additional intelligence on development progress, and maintaining accurate records throughout the lifecycle of each site-from application through to construction and completion. A key requirement is the provision of multiple data outputs, including an initial full dataset, monthly updates capturing changes and new entries, quarterly analytical reports, and historical datasets extending as far back as possible. The supplier must also provide API access to enable continuous data updates and integration with the Authority's systems, alongside supporting documentation such as a detailed data glossary and metadata definitions.
