The Authority is seeking to appoint a suitably experienced and compliant Bidder to provide a secure, efficient and fully compliant electronic bulk ("e‑Bulk") solution for the end-to-end administration of DBS applications. The solution must support the Authority's Registered Body status and provide a fully hosted, cloud-based platform that enables the secure processing, tracking and management of DBS applications across multiple Council services and user groups. The Successful Provider must be an approved DBS e-Broker, authorised to submit applications on behalf of Registered Bodies. The Authority requires an accessible, bilingual in Welsh and English, compliant with Web Content Accessibility Guidelines (WGAC) 2.2 AA accessibility standards, and capable of supporting multiple Council service areas and user roles. An optional Digital Identity Verification service may also be awarded as part of the contract, subject to the Authority's assessment of the Provider's data protection, information governance and security arrangements.
