Project Overview The BD Group, on behalf of the London Borough of Barking & Dagenham (LBBD), is launching a Heating Infrastructure & Metering Remediation Programme. The project aims to resolve widespread failures in heat metering, data transfer, and Building Management Systems (BMS) across its residential housing stock. We are seeking expressions of interest from qualified Professional Services Consultants to act as our Subject Matter Expert (SME) and develop a comprehensive Invitation to Tender (ITT) suite for a specialist contractor. Estimated value of works - £650, 000.00 Estimated duration of project – 12 weeks, excluding any long-lead items. Core Focus Areas & Site Scope The appointed consultant will develop the ITT suite across several residential sites (including Belben Court, Edge Court, Birdbrook Close, Baynes Crescent, Dunchurch House, Hunsdon Close, and Grays Court Hostel), focusing heavily on: •Controls Optimisation: Upgrading and reprogramming legacy controllers (Siemens, TREND, PRIVA) to enable weather compensation and prevent 24/7 continuous running. •Pipework & Insulation Remediation: Specifying necessary alterations for new valves/meters and replacing water-damag
