How to win: PAN3612 - Procurement of Housing Training and Learning Framework

About this contract

The Housing Division is required to respond to increasing regulatory expectations, including the introduction of the Competence and Conduct Standard, which comes into effect in October 2026. This standard requires social housing providers to evidence that staff have the appropriate skills, knowledge, experience, and display the right behaviours to deliver safe and effective services. The framework will enable Leicester City Council (LCC) to commission training and learning provision on an as-required basis throughout the duration of the framework.

How to win contracts like this

• ✓Answer against the marking scheme, not the question text — Leicester City Council scores each response, so map your evidence to the published criteria and weightings.
• ✓At £166,675, expect quality and social value to carry a large share of the score — price alone rarely wins services work.
• ✓Show recent, comparable delivery: name similar services contracts you've delivered for public bodies, with measurable outcomes.
• ✓Start early: it closes 12 October 2026 and a strong bid takes iteration.
