NEPO is developing NEPO219 Building Materials & Managed Stores, a national procurement solution for the supply of building materials and associated services for use by local authorities and other eligible public sector organisations. The new arrangement is intended to succeed the current NEPO219 Dynamic Purchasing System, which is approaching expiry as part of the transition to the Procurement Act 2023. NEPO is currently considering the establishment of an unranked open framework, designed to maintain many of the core characteristics of the existing solution while operating within the requirements of the new legislative regime. The proposed model may allow suppliers to join the framework at defined reopening points during its lifetime, which are currently anticipated to occur periodically. The framework is expected to primarily support further competition as the default route to market, while an objective mechanism for direct award may also be included in certain circumstances.
