Introduction The London Borough of Waltham Forest ("the Council") is undertaking this Preliminary Market Engagement (PME) exercise to inform the future commissioning of Home-Based Support and Reablement Services. The purpose of this engagement is to: • Seek provider and stakeholder feedback • Inform the future service model and procurement approach • Understand market capacity, capability, and innovation • Support delivery of high-quality, sustainable, and outcome-focused services 2. Background and Context The Council currently commissions Home-Based Support through a framework arrangement with multiple providers, delivering approximately 1,000-1,100 care packages annually.
