How to win: Integrated Facilities Management (IFM) Framework

About this contract

The framework will be structured to deliver integrated facilities management (IFM) services, with lotting aligned to defined estate portfolio types to reflect differing operational characteristics and service requirements. It will provide access to a comprehensive IFM model combining hard FM (including mechanical and electrical maintenance, fabric maintenance and building engineering services) and soft FM (including cleaning, security, waste and grounds maintenance) within a single, coordinated delivery model. The framework will include end-to-end service integration, incorporating contract management, centralised helpdesk functions, and digital platform integration (e.g. CAFM/IWMS) to support performance monitoring and asset management. It will enable regional and national delivery across diverse estate portfolios and support flexible call-off arrangements aligned to organisational scale, complexity and operational needs, providing a compliant and scalable route to market for full outsourced IFM delivery.

How to win contracts like this

• ✓Answer against the marking scheme, not the question text — The Mayor and Commonalty and Citizens of the City of London scores each response, so map your evidence to the published criteria and weightings.
• ✓At £550,000,000, expect quality and social value to carry a large share of the score — price alone rarely wins services work.
• ✓Show recent, comparable delivery: name similar services contracts you've delivered for public bodies, with measurable outcomes.
• ✓Start early: deadlines are tight and a strong bid takes iteration.

BidWriter drafts your responses from your company profile, scores them against the marking scheme, and tracks your whole pipeline. Free to start — no card needed.
