Barnsley Metropolitan Borough Council (the Council) is undertaking this procurement to establish a multi‑provider Open Framework for the delivery of services under the Holiday Activities and Food (HAF) Programme. The procurement is being conducted under the Light Touch regime in accordance with the Procurement Act 2023. The services to be provided under this procurement include the delivery of holiday clubs, holiday events and enrichment workshop activities for eligible children and young people during school holiday periods across the borough. The Framework will run for an initial period of three years, with the option to extend for a further one year on an annual basis, up to a maximum total duration of eight years. Any extension to the Framework will be subject to the continued availability of funding from the Department for Education (DfE) or the Crisis and Resilience Fund (CRF), ongoing confirmation of the Holiday Activities and Food (HAF) Programme, and satisfactory Provider performance in accordance with the Framework terms and conditions. All extensions will be made in line with DfE and CRF funding arrangements. The Framework is anticipated to commence on 1 September 2026.
