Oxfordshire County Council (OCC) is undertaking preliminary market engagement to inform its future procurement strategy for the treatment and recycling of food waste and green (garden) waste arising within Oxfordshire. The Council currently utilises a combination of anaerobic digestion (AD), windrow composting and in-vessel composting (IVC) facilities under existing contractual arrangements. Current arrangements expire in November 2029 and the Council is considering options for future service delivery. This notice is issued for information gathering purposes only and does not constitute a call for competition, procurement, or commitment by the Council to undertake any specific procurement route. Responses will be used solely to inform the Council's future strategy and requirements. The Council manages approximately: • Food waste: circa 25,000-30,000 tonnes per annum • Green waste: circa 45,000-60,000 tonnes per annum The Council is exploring future arrangements that: • Ensure long-term treatment capacity • Support carbon reduction objectives • Deliver value for money • Provide operational resilience • Support future local government reorganisation arrangements where appropriate • E
