To deliver a feasibility study to assess the viability of different delivery models for the Council's repairs and maintenance service to its social housing stock (c. 20,000 domestic units with a combined revenue and capital spend of c.£68m currently) post March 2030. The feasibility study will evaluate as a minimum: - A fully externalised model. - A fully outsourced model; and - A hybrid model (blended in-house and external delivery). The aim is to, on balance, determine the optimal model that delivers value for money, service resilience, regulatory compliance, performance, and alignment to corporate objectives in the long term. The scope of this procurement allows for additional works during the term or for conclusion within the 6 months following contract expiry, if budget provision exists, the Council will be able to vary this agreement to include the additional works required up to a total aggregated sum of £100,000.
