The work will be delivered in two distinct phases, with phase two dependent on the outcome of phase one, as follows: Phase 1 - Development of the strategic rationale, based upon need, demand and ambition, to inform a robust and innovative concept for the FEH. The outcome of this phase will inform and shape the scope for Phase 2. Phase 2 - Development of an Outline Business Case (OBC) which will include core function/s and facilities (both indoor and outdoor), commercial activities, income generation opportunities, financial appraisal, recommendations for sustainability features, and site design options.
