This reform aligns with national priorities under the Energy Transition Plan (ETP), Nationally Determined Contribution (NDC), and Mini-Grid Regulation 2023, all of which seek to expand renewable energy adoption, enhance efficiency, and reduce emissions. Despite this progress, implementation remains constrained by institutional capacity gaps, evolving regulatory mandates, and limited technical and data systems needed for effective oversight and planning.
