Welsh Government published a pre-market engagement notice on 13 October 2025 inviting the market to help inform the design of the delivery and contracting models, as well as the WG’s procurement strategy more generally, for the A483 Llandeilo and Ffairfach Bypass scheme. This notice summarises the results of this engagement. The results and outcome of the market engagement exercise conducted in Autumn 2025 are summarised below: - The Welsh Government will use the Competitive Flexible Procedure under the Procurement Act 2023. The upcoming procurement process will consist of a selection stage to shortlist bidders (maximum 5 in number), followed by a tender stage to appoint a winning contractor. - A two-stage ECI delivery model will be used. X22 of the NEC4 ECC will not be used. - The payment options to be used for Key Stages 3 and 4 are NEC4 PSC Options C and E respectively. - The payment option to be used for Key Stage 6 is NEC4 ECC Option C. - As part of the market engagement exercise the market provided a number of suggestions for removing barriers to bidding, including reasonable levels of security, proportionate and equitable risk transfer/ sharing.
